The Call That Changed Everything: When the Citizenship Bill Passed

United States Capitol building at sunset, with dramatic clouds and the American flag flying, symbolizing the historic passing of the Jefferson Davis citizenship restoration bill.

Some phone calls you never forget.

For Dr. Howard Edward Haller, great-great-grandson of Jefferson Davis, that call came on September 10, 1978. After more than a year of waiting for action in the House of Representatives, Congressman Trent Lott’s office finally had news:

The bill to restore Jefferson Davis’s U.S. citizenship was expected to move forward.

A Year of Silence

The Senate had passed the resolution in April 1977, but in the House, it sat idle. Behind closed doors, a handful of lawmakers were quietly objecting to the wording.

Howard had done everything he could — letters, calls, visits — but at this stage, the process was out of his hands. “Let it ride,” he was told. “You’ve done your part.”

September 26, 1978: The Vote

Just over two weeks after that phone call, the House discharged the Committee on the Judiciary and passed the resolution with amendments. That same day, the Senate agreed to the changes.

After 13 years of work, the bill was on its way to the President’s desk.

A Promise Nearly Fulfilled

Howard’s pinky swear to his grandmother — made years earlier — was about to be honored in full. It wasn’t just a legislative milestone. It was the moment that years of effort, sacrifice, and hope crystallized into reality.

In that moment, one call carried the weight of 13 years — and the promise of history about to be made whole.
